Committee Makeup June 2009

Sub-committees exist within the Parish Council under the following headings:

•    Halls - with management responsibility for the Orpen Hall and John Lampon Hall, car park and storage units and social club.
•    Land & Recreation - with responsibility for the Lorkin Daniell Playing Field, Allotments, Village Green, Poors Land, MUGA, play equipment, ponds and Mumford Close land.
•    Village Street Scene & Communications - with responsibility for footpaths, roadways, hedges, trees, bus shelters, public notice boards, public seating, communications, village bulletin, website.
•    Planning & Village Design - with responsibility for planning reviews, project outline specifications, Village Design Statement, Village Development Strategy.
•    Finance & Personnel Advisory Team - with responsibility for financial advisory, grant applications, tender analysis, contracts & staff salaries.

The current membership of these committees is shown on the contacts page; where practical each member will be on at least two sub-committees.

Chairman’s Role.

The roles and responsibilities of the Parish Council continue to change as Localism takes effect and further powers, and responsibilities, are passed down to the community level by Central Government.  The Chairman of the Parish Council believes it important that West Bergholt PC remains aware of and, where appropriate, aligned with these changes.  As the Chair and a long serving Parish Councillor he believes it is also his responsibility to act as a conduit to other Parish and Town Councils in the Borough and Essex.

As a result the current Chairman of the Parish Council also plays a part in the following;

•     West Bergholt, Little and Great Horksley Relief in Sickness fund – Finance Officer;

•     Colchester North Rural Neighbourhood Action Panel - Chairman;

•     Colchester association of Local Councils - Chairman;

•     Essex Association of Local Councils – Executive Committee member;

•     Local Highways Panel – (newly formed initiative).

He also attends the RCCE meetings where possible and also the Essex Area forum meetings, both of which provide valuable grant assistance from time to time.
